REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: August 4, 2009 Re: Comm. No. 419/Res. No. 204-09 <br />PLACE: Councilroom <br />Ben Franklin Building, 2"d Floor <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 204-09, reports as follows: <br />Resolution No. 204-09 transmitted by Council Member Dominic Yagong, via Communication <br />No. 419, dated June 24, 2009, requests the Hawaii County Salary Commission to revert the <br />Hawaii County Council pay scale back to the previous compensation level prior to the 22.14% <br />salary increase granted on Apri123, 2008, which took effect on July 1, 2008. <br />The resolution states that the Hawaii County Council recently passed Ordinance No. 09-72, <br />which adopted a status quo compensation package for non-bargaining County employees with no <br />pay increases and that it is imperative the Council show prudence and leadership when it comes <br />to financial accountability. <br />Your Committee forwazded Res. 204-09 to Council with a negative recommendation due to a lack <br />of the majority aye votes on July 7, 2009. Items from all committee agendas for July 7, 2009 were <br />put to a re-vote due to issues of legality. The remaining history and information regazding this <br />measure is contained within the original Finance Committee Report Number 70, dated <br />July 7, 2009. <br />At its meeting of August 4, 2009, Your Committee heard Res. 204-09 due to the re-vote. <br />Councilmember Greenwell stated that he does not want to create a downward spiral, and <br />suggested having a second opinion on this issue with the Salary Commission. <br />Councilmember Ford spoke in support of the resolution. She stated that a pay raise of this <br />magnitude is not reasonable or right and feels it is inappropriate. She would like to have the <br />Salary Commission review their decision. <br />Councilmember Yoshimoto stated the Salary Commission should operate without involving <br />politics. He further stated that he does not want Council to tell or influence the Salary <br />Commission on what to do. <br />Councilmember Naeole spoke in opposition to the resolution <br />
