REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: July 7, 2009 Re: Comm. No. 419/Res. No. 204-09 <br />PLACE: Councilroom <br />Ben Franklin Building, 2nd Floor <br />Hilo, Hawaii <br />TIME: 1:53 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 204-09, reports as follows: <br />Resolution No. 204-09 transmitted by Council Member Dominic Yagong, via Communication <br />No. 419, dated June 24, 2009, requests the Hawaii County Salary Commission to revert the <br />Hawaii County Council pay scale back to the previous compensation level prior to the 22.14% <br />salary increase granted on Apri123, 2008, which took effect on July 1, 2008. <br />The resolution states that the Hawaii County Council recently passed Ordinance No. 09-72, <br />which adopted a status quo compensation package For non-bargaining County employees with no <br />pay increases and that it is imperative the Council show prudence and leadership when it comes <br />to financial accountability. <br />Pursuant to Section 13-28 (a) of the Hawaii County Charter, the salary of all county elected <br />officials shall be established by the salary commission. <br />Council Member Dominic Yagong moved to amend Resolution No. 204-09 with the contents of <br />Communication 419.1; however the motion failed. <br />Ms. Ford stated her support for the resolution and agrees with the intent. However, several <br />members of Your Committee spoke against the measure. They stated that the current budget is <br />balanced and there are other ways to decrease spending and stimulate revenue. It was said that <br />should there be a need at a later time, there may be a need to consider this measure. County <br />Clerk Ken Goodenow advised Your Committee that Rule 15, Reconsideration, subparagraph 6. <br />states, "Any bill or resolution that has failed cannot be reintroduced in substantially the same <br />form during a Council term." <br />FC Rept.
