No. 399 <br />TIME: 10:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Public Works and Intergovernmental Relations, to which was referred <br />Communication No. 399, reports as follows: <br />60-DAY REPORT FROM THE DEPARTMENT OF PUBLIC WORKS EVALUATING THE <br />MAMALAHOA HIGHWAY BYPASS; FROM MARCH I O TO MAY 9, 2009 (the report provides the <br />amount of motorists using the bypass, discusses the effect on the "Kainaliu Crawl," provides reports from <br />the residents and developers in the area, reports on daily operations in controlling traffic, status of safety <br />improvements, plans for future safety improvements and provides the department's recommendation. This <br />report is submitted pursuant to Ordinance Nos. 08-58 and 08-59, and also requires the Council take <br />appropriate action to determine the continued use of Haleki`i Street as a public vehicle thoroughfare). <br />There was no testimony from members of the public regarding the proposed resolution. <br />Assistant Corporation Counsel Gerald Takase and Department of Public Works Traffic division head <br />Ronald Thiel appeared before your Committee. Mr. Takase reported the Coupe legal situation is likely to <br />continue for sometime and that the Hokulia group has begun the process of rededication of the roadway via <br />a list of requirements to be met. <br />Mr. Thiel stated efforts are being made to cut the expenses involved with the trial operation of the roadway <br />and that in his opinion it has been a success and the trial period should be extended. <br />Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and <br />intent of the contents of Comm. 399 and recommends its acceptance. <br /> AYES NOES A&E EX <br />ENRIQUES X <br />FORD X <br />GREENWELL X <br />HOFFMANN X <br />IKEDA X <br />NAEOLE X <br />ONISHI X <br />YAGONG X <br />YOSHIMOTO X <br />Respectfully submitted, <br />COMMITTEE ON PUBLIC WORKS AND <br />INTERGOVERNMENTAL RELATIONS <br />NO. 21 <br />ADOPTED: <br />
