No. 448/Bill 115 <br /> PLACE: Councilroom <br /> Ben Franklin Bdg., 2nd Floor <br /> 333 Kilauea Avenue <br /> Hilo, Hawaii <br /> <br /> TIME: 12:00 pm <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Public Safety and Parks and Recreation, to which was referred <br /> Communication 448 and Bill 115, reports as follows: <br /> <br /> Bill 115, transmitted by Council Member Brenda Ford, via Communication No. 448, dated <br /> July 22, 2009 seeks to amend chapter 15 of the Hawaii County Code by adding an article that <br /> would provide for the establishment and regulation of County dog parks. <br /> <br /> Ten public testifiers spoke in support of this bill, and at least three stated they were part of a <br /> group called "Let Us Run Our Dogs." <br /> <br /> The Director of Parks & Recreation Bob Fitzgerald testified that establishment and further <br /> definition of the dog parks would be in the hands of public organizations as there is no budget for <br /> enacting or enforcement of the Bill. He expressed his support for the bill and reported there is <br /> island-wide interest in establishing dog parks. <br /> <br /> Many questions about enforcement were discussed by your Committee.
