[The connection with Malmlci Orin shall be <br />designed to not encroach into the Lowland Dry Forest <br />Presene.] The grade shall not exceed ten (10) percent, except <br />near the connection with [Malralei] Miikiilei Drive. This road <br />section shall be completed no later than the completion date of <br />Road 1 (Kona COP).
