County of Hawai `i <br />8 2069 PLANNING COMMISSION <br />Aupuni Center • 101 Pauahi Street, Suite 3 • Hilo, Hawaii 96720 <br />Phone (808) 961-8288 • Fax (808) 961-8742 <br />The Honorable J Yoshimoto, Chairman <br />and Members of the County Council <br />County of Hawaii <br />333 Kilauea Avenue, 2nd Floor <br />Hilo, HI 96720 <br />Dear Chairman Yoshimoto and Council Members: <br />Planning Director Initiated <br />Amendment to LUPAG Map 11 of the County of Hawaii General Plan <br />(Ordinance No 05 25 As Amended) <br />The Leeward Planning Commission at its duly held public hearing on August 28, 2009, <br />considered the Planning Director's request for an amendment to the Land Use Pattern <br />Allocation Guide (LUPAG) Map I I of the County of Hawaii General Plan (Ordinance <br />No. 05 25, as amended) by changing the land use designation from "Urban Expansion" to <br />"Open" for the area affecting State-owned lands in the vicinity and south of the <br />Honokohau Harbor, Kealakehe, North Kona, Hawaii. The Leeward Planning <br />Commission voted to forward a favorable recommendation of this request to the County <br />Council. <br />The Leeward Planning Commission agrees with the following reasons by the Planning <br />Director for favorable consideration of this request: <br />The General Plan may be amended by changing its goals, policies, <br />standards, zoning acreage allocations, LUPAG map, and other applicable sections <br />thereof, when the conditions or premises upon which the General Plan is based <br />have changed and when such an amendment would assure the coordinated <br />development of the County of Hawaii and the general welfare and prosperity of <br />its people. <br />The General Plan identifies the Honok6hau coastline as a site of natural <br />beauty and there are several archaeological sites which are listed on the Hawai `i <br />State Register of Historic Places within the amendment area. Additionally, the <br />Kona CDP, which was adopted by ordinance on September 25, 2008, seeks to <br />protect Kona's environmentally sensitive resources such as anchialine ponds and <br />areas with significant cultural and historic resources. The CDP identifies several <br />anchialine ponds in the amendment area and recognizes the anchialine pool <br />Hawai `i County is an Equal Opportunity Provider and Employer <br />
