<br /> <br /> <br /> <br /> JM?V IF & <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> ~Tt OF •M~'~ <br /> <br /> <br /> RESOLUTION NO. 254 09 <br /> <br /> <br /> <br /> <br /> A RESOLUTION REGARDING THE AMERICAN REINVESTMENT AND <br /> RECOVERY ACT. <br /> <br /> <br /> WHEREAS, the first domestic objective of the U.S. Government is to revitalize the <br /> American economy; and <br /> <br /> WHEREAS, this objective will only be achieved through an increase in the distribution <br /> of the money supply through the American Reinvestment and Recovery Act (ARRA); and <br /> <br /> WHEREAS, Hawaii leads the Nation in its refusal to seek ARRA monies designated for <br /> programs and projects, which would help achieve this objective by injecting stimulus monies <br /> into its economy (Hawai`i Island is receiving 28% of national average in per capita spending as <br /> per the Hawaii Tribune Herald, September 6, 2009 edition); and <br /> <br /> WHEREAS, this resistance to seek Federal Aid is now affecting the health, welfare, and <br /> education of our citizens (cutbacks in these critical areas); now, therefore, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that this <br /> council discuss this underutilized opportunity with members of the United States Senate and <br /> House of Representatives, the Governor and the Legislature of the State of Hawaii and all other <br /> avenues in order to secure an increase in ARRA relief in the effort to revitalize the economy; and <br /> <br /> BE IT FURTHER RESOLVED, that we educate ourselves in both the purpose and the <br /> application of the ARRA; and <br /> <br /> BE IT FURTHER RESOLVED, that we commit to participate in promoting the goals <br /> and objectives of the ARRA at every possible opportunity; and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Page 1 of 2 <br />
