<br /> <br /> <br /> JNSV Oi M,1 <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> <br /> ~j •NTMO i•'\\ <br /> ~rf OF•H/i, <br /> <br /> RESOLUTION NO. 255 09 <br /> <br /> <br /> <br /> A RESOLUTION REQUESTING THE COUNTY COUNCIL TO PURSUE FEDERAL <br /> FUNDING FOR REMOVAL OF THE OLD KONA DUMP. <br /> <br /> WHEREAS, the old Kona dump (within Kealakehe) has been determined to contain a <br /> significant number of sites (11) where spontaneous combustion is occurring; and <br /> <br /> WHEREAS, these sites (hot spots) characteristically erupt into surface fires; and <br /> <br /> WHEREAS, these eruptions will continue to result in ongoing episodes of smoke, <br /> fumes, & open flames; and <br /> <br /> WHEREAS, the Department of Hawaiian Home Lands is presently sponsoring the <br /> building of homes in the immediate proximity to the dump; and <br /> <br /> WHEREAS, these homes, along with Kealakehe High School will be severely impacted <br /> by these emissions; and <br /> <br /> WHEREAS, the technology and process for the removal of this facility has been <br /> analyzed and expensed by the Department of Environmental Management (pending); and <br /> <br /> WHEREAS, this procedure qualifies for several Federal programs designed to assist in <br /> cost (Food, Conservation, and Energy Act of 2008, U.S. Environmental Protection Agency <br /> Brownfields Program, U.S. Environmental Protection Agency Super Fund, American Recovery <br /> & Reinvestment Act of 2009); and <br /> WHEREAS, the end product of this procedure can be a soil amendment critical to the <br /> building of the regional park and similar near shore applications (i.e. golf courses) where water <br /> containing nutrient leachate is an environmental concern; now, therefore, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> pursue funding at the Federal level for monies designated and available to prevent this <br /> environmental disaster. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Pagel of 2 <br />
