[See. Appendix A, <br /> Department of Public Works - 2009 Organization Chart.] <br /> <br /> LJ Highway Hawaii County Code section 2-41(4) provides: <br /> <br /> Maintenance "...The highway maintenance division shall be <br /> responsible for the construction and maintenance <br /> Division of all roads, streets, highways, footpaths, storm <br /> <br /> Di drains, bridges, flood channels, and certain <br /> cemeteries." <br /> The Division's FY2008-2009 budget proposal included the following <br /> U program description: <br /> "The Highway Maintenance Division oversees <br /> and directs all Highway Programs; i.e., <br /> maintenance of roadways, flood control structures <br /> and canals. The Division also establishes safety <br /> programs and conducts training, coordinates in- <br /> house resurfacing projects and responds to <br /> various emergencies as needed.
