<br /> <br /> <br /> <br /> REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: September 1, 2009 Re: Comm. 495/Bill No. 137 <br /> <br /> PLACE: Sheraton Keauhou Bay Resort & Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> <br /> TIME: 3:30 p.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Planning, to which was referred Bill No. 137, reports as follows: <br /> <br /> Bill 137, transmitted via Communication 495, from Mayor William P. Kenoi, dated August 14, 2009, <br /> presents a request to amend certain conditions by Palamanui Global Holdings, LLC, applicant. <br /> <br /> Bill 137 seeks to amend Ordinance No. 06-105, which reclassified lands from Agriculture - 3 acres <br /> (A-3a) and Open (O) to Project District (PD) at Ka`u, North Kona, Hawaii, covered by Tax Map <br /> Key: 7-2-005:001. Bill 137 amends Conditions D, G, N, Q, S, X, EE, PP, TT, and UU. <br /> <br /> Twenty members of the public provided testimony on the matter. All but one spoke in support of <br /> the request. All twenty spoke favorably regarding the project's support of the community <br /> college campus on the west side. Nineteen testified that the developer must be allowed to <br /> reshuffle its priorities, in order to allow the project to move forward in an economically feasible <br /> manner.
