No. 506 <br /> <br /> PLACE: Council Room <br /> Ben Franklin Building <br /> 333 Kilauea Avenue, 2°d Floor <br /> Hilo, Hawaii <br /> TIME: 3:05 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Planning, to which was referred Communication No. 506, reports as <br /> follows: <br /> <br /> Communication No. 506 from Mayor William P. Kenoi, dated August 24, 2009, nominates <br /> Mr. Riley Saito of Council District 8 to the County of Hawaii Kailua Village Design <br /> Commission. Mr. Saito is a past member of the Kailua Village Design Commission, and will be <br /> replacing Ms. Sally Marone, whose term expired on December 31, 2008. If confirmed, Mr. <br /> Saito's term will expire on December 31, 2011. Mr. Saito was not able to attend the committee <br /> meeting, as he was on the mainland. <br /> <br /> Council Member Brenda Ford moved to postpone this matter until such time that Mr. Saito could <br /> appear before the Committee. Ms. Ford stated that she was not pleased when nominees did not <br /> appear before the various committees. <br /> <br /> Other council members reminded Ms. Ford that past practice had allowed nominees to appear at <br /> either the committee level or at council. They further discussed the fact that serving on boards <br /> and commissions is strictly voluntary, stating that it is not right for the council to demand <br /> nominees be present at committee meetings, as long as the nominee appeared at either a <br /> committee meeting or a council meeting. Council Member Ford's motion to postpone failed. <br /> The vote was 6 to 2, against the postponement. Only Council Members Yagong and Ford voted <br /> in favor of postponement. <br /> <br /> Mr. Saito's presence is requested at the Council meeting. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> PC Report 46 <br />
