As each activity is completed, the data must be submitted to FEMA. <br /> <br /> <br /> Program Management <br /> ._._.--_....Responsible Mapping-Partner-:----Hawa-i-i-County,--HI--_ <br /> <br /> Scope: Program Management is the active process of managing multiple projects which need to meet or <br /> exceed pre-defined performance metrics. Integration and communication are key aspects of program <br /> management. Hawaii County will work with the FEMA Regional Office during the initiation of this <br /> activity to determine a Program Management Plan for implementation throughout the mapping project. <br /> Hawaii County will coordinate with the FEMA Regional Office with respect to Program Management <br /> activities and technical mapping activities. <br /> The goal of this project is to leverage County resources with FEMA funding to enhance digital flood <br /> hazard mapping. This project does not duplicate any efforts as the data to be delivered by Hawaii County <br /> will be of higher quality than data currently available. <br /> <br /> Standards: All Program Management work shall be performed in accordance with the standards specified <br /> in Section 5 - Standards. <br /> Deliverables: <br /> • Business Plan development and/or updates which must include discussion of all Program <br /> Management activities; and <br /> • Quarterly Earned Value reporting through the MIP with variance explanations to support <br /> management of technical mapping activities. <br /> <br /> <br /> <br /> Outreach <br /> The outreach activities for a Flood Map Project can best be understood as a process that begins during the <br /> Project Scoping phase and continues through the map production and post-preliminary phases. <br /> <br /> The overarching goal for conducting outreach is to create a climate of understanding and ownership of the <br /> mapping process at the State and local levels. Well-planned outreach activities can reduce political stress, <br /> confrontation in the media, and public controversy, which can arise from lack of information, <br /> misunderstanding, or misinformation. These outreach activities also can assist FEMA and other members <br /> of the PMT in responding to congressional inquiries. <br /> Hawaii County will work with the Regional Office during the initiation of this activity to determine an <br /> Outreach Plan for implementation throughout the mapping project.
