<br /> <br /> <br /> <br /> <br /> <br /> <br /> Floodplain Mapping <br /> <br /> Responsible Mapping Partner: Hawaii County <br /> <br /> For all riverine flooding sources except those segments for which updated flood data will be/have been <br /> developed, Hawaii County shall convert the information shown on the effective FIRM and FBFM panels <br /> for--Hawaii County_ to digital format in conformance with FEMA DFIRM specifications Hawaii shall use <br /> the acquired base map for the conversion. Hawaii County shall digitize the riverine flood zones on FIRM <br /> panels. Hawaii County shall not digitize the flood theme for coastal reaches for which updated flood data <br /> will be developed. <br /> The County of Hawaii Data Systems Department GIS (hereinafter referred to as County DSD GIS) staff <br /> will create a parcel accurate FEMA FIRM flood layer to better serve not only the County's needs, but the <br /> public as well. The project proposal includes the following steps: <br /> 1. Scan in color, all (527) 11" x 17"plat maps in which the County DPW have already interpreted <br /> the FEMA Flood Zone designations. <br /> 2. County DSD GIS will then rectify all the scanned maps with the parcel data layer. <br /> 3. County DSD GIS will create a polygon shapefile based on the scanned plat maps. This will be <br /> done in one dataset with an attribute table defining the FEMA Flood Zone designations. This can <br /> later be exported to a dwg format if needed. <br /> 4. Any area that does not match from plat map to GIS parcel layer will be noted and sent to the <br /> County DPW to assist in interpreting: - <br /> <br /> 5. All future revisions will be done directly between the County DPW and DSD GIS. As LOMRs or <br /> updated FEMA FIRM panels arise a copy of the interpretation will need to be sent to County <br /> DSD GIS to be mapped or revised on the current data layer. For this purpose, the purchased <br /> printer/scanner (Hewlett Packard Model T1120 CK841A#BCC, not to exceed $30,500) will <br /> remain the property of County DPW. <br /> 6. County DSD GIS will provide the data for review on an intranet mapping server (ArcGIS Server). <br /> Plans to have the data on the internet will be at the discretion of the County DPW; however, the <br /> anticipated timeframe that County DSD, GIS will have the internet mapping site available is in <br /> the 2010 calendar year. <br /> 7. It is understood the data being produced will be shared by the County DPW amongst other <br /> agencies at the County, State and Federal levels. As the project is being funded by public monies, <br /> the dataset could be released to the public upon request after the data is reviewed and approved <br /> by the County of Hawaii DPW. <br /> 8. A second dataset of parcels located within flood zones will be extracted and available on the <br /> intranet. The parcels will be provided to County of Hawaii DPW as a GIS shapefile and CAD <br /> file (dwg) <br /> Standards: All Floodplain Mapping work shall be performed in accordance with the standards specified <br /> in Section 5 - Standards. Mapping quality standards must be consistent with PM 38, dated October 17, <br /> 2007. Hawaii County will perform self-certification audits for the Floodplain Boundary Standards, as <br /> described in PM 38 and all subsequent revisions, for all flood hazard areas. Hawaii County may expand <br /> on the approaches for analyzing Zone A areas and/or develop new approaches!
