Re: Operating Budget
On September 28, 2009, the Federal Emergency Management Agency (FEMA) approved
the County of Hawai'i, Department of Public Works' $71,300 Cooperative Technical
Partners, Grant Application to revise the riverine portions of FEMA's preliminary Digital
Flood Insurance Rate Maps (DFIRM) for Hawaii County. The grant monies will pay for
necessary equipment and reimburse the County Data Systems Department, Graphic
Information System Division (GIS) for preparing the revised DFIRMs. By accepting the
grant, the County agrees to be part of FEMA's Mapping Modernization Team and work
closely with FEMA and its contractor to finalize the DFIRM's for Hawaii County.
It should be noted that a Cooperating Technical Partners Memorandum of Agreement exists
between FEMA and the County of Hawaii, as authorized by Resolution No. 11-03, and
further amended by Resolution No. 148-04. This enabled the County~o formalize its
collaboration with FEMA in the flood hazard identification and mapping processes.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
$71,300 to a FEMA DFIRM account.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
On September 28, 2009, FEMA approved (see attached) the County of Hawaii, Department of Public
Works' (DPW) August 14, 2009, $71,300 Cooperative Technical Partners, Grant Application. The grant
is for revising the riverine portions of FEMA's preliminary Digital Flood Insurance Rate Maps (DFIRM) for
Hawaii County. FEMA has set up a direct deposit account (Smartlink) from which the County of Hawaii
can withdraw funds for expenses incurred to revise the DFIRMs in accordance with FEMA's mapping
standards. The FEMA grant will pay for necessary equipment (e.g., color scanner) and reimburse the
County Data Systems Department, Graphic Information Systems Division for preparing the revised
DFIRMs. DPW will manage the grant and provide review of the revised DFIRMs. By accepting the
grant, the County agrees to be part of FEMA's Mapping Modernization Team and work closely with
FEMA and its contractor to finalize the DFIRMs for Hawaii County.

RE: FEMA COOPERATIVE TECHNICAL PARTNERS (CTP) PROGRAM; STATEMENT OF
WORK
The County of Hawaii submits the following Statement of Work to be included as part of its CTP
grant application package:
Areas Affected by Project: All riverine Special Flood Plain Areas depicted on Federal
Emergency Management Agency's (FEMA) FIRMs for Hawaii County. Of the County of
Hawaii's approximate 2,000 plat maps, there are approximately 527 plat maps affected.

Project Description: For all riverine flooding sources except those segments for which updated
flood data will be/have been developed, Hawaii County shall convert the information shown on
the effective FIRM and FBFM panels for Hawaii County to digital format in conformance with
FEMA DFIRM specifications. Hawaii shall use the acquired base map for the conversion.
Hawaii County shall digitize the riverine flood zones on FIRM panels. Hawaii County shall not
digitize the flood theme for coastal reaches for which updated flood data will be developed.
The County of Hawaii Data Systems Department GIS (hereinafter referred to as County DSD
GIS) staff will create a parcel accurate FEMA FIRM flood layer to better serve not only the
County's needs, but the public as well. The project proposal includes the following steps:
1. Scan in color, all (527) 11" x 17"plat maps in which the County DPW have already
interpreted the FEMA Flood Zone designations.
2. County DSD GIS will then rectify all the scanned maps with the parcel data layer.
3. County DSD GIS will create a polygon shapefile based on the scanned plat maps. This
will be done in one dataset with an attribute table defining the FEMA Flood Zone
designations. This can later be exported to a dwg format if needed.
4. Any area that does not match from plat map to GIS parcel layer will be noted and sent to
the County DPW to assist in interpreting.
5. All future revisions will be done directly between the County DPW and DSD GIS. As
LOMRs or updated FEMA FIRM panels arise a copy of the interpretation will need to be
sent to County DSD GIS to be mapped or revised on the current data layer. For this
purpose, the purchased printer/scanner (Hewlett Packard Model T1120 CK841A#BCC,
not to exceed $30,500) will remain the property of County DPW.

6. County DSD GIS will provide the data for review on an intranet mapping server (ArcGIS
Server). Plans to have the data on the internet will be at the discretion of the County
DPW; however, the anticipated timeframe that County.DSD, GIS will have the internet
mapping site available is in the 2010 calendar year.
7. It is understood the data being produced will be shared by the County DPW amongst
other agencies at the County, State and Federal levels. As the project is being funded
by public monies the dataset could-be released to the public.upon.request after the data
is reviewed and approved by the County of Hawaii DPW.
8. A second dataset of parcels located within flood zones will be extracted and available on
the intranet. The parcels will be provided to County of Hawaii DPW as a GIS shapefile
and CAD file (dwg)

FEMA will provide download/upload capability for data submittals through the MIP located at
https://hazards.fema.gov. As each activity is completed, the data must be submitted to FEMA.
Program Management
._._.--_....Responsible Mapping-Partner-:----Hawa-i-i-County,--HI--_
Scope: Program Management is the active process of managing multiple projects which need to meet or
exceed pre-defined performance metrics. Integration and communication are key aspects of program
management. Hawaii County will work with the FEMA Regional Office during the initiation of this
activity to determine a Program Management Plan for implementation throughout the mapping project.
Hawaii County will coordinate with the FEMA Regional Office with respect to Program Management
activities and technical mapping activities.
The goal of this project is to leverage County resources with FEMA funding to enhance digital flood
hazard mapping. This project does not duplicate any efforts as the data to be delivered by Hawaii County
will be of higher quality than data currently available.
Standards: All Program Management work shall be performed in accordance with the standards specified
in Section 5 - Standards.
Deliverables:
• Business Plan development and/or updates which must include discussion of all Program
Management activities; and
• Quarterly Earned Value reporting through the MIP with variance explanations to support
management of technical mapping activities.
Outreach
The outreach activities for a Flood Map Project can best be understood as a process that begins during the
Project Scoping phase and continues through the map production and post-preliminary phases.
The overarching goal for conducting outreach is to create a climate of understanding and ownership of the
mapping process at the State and local levels. Well-planned outreach activities can reduce political stress,
confrontation in the media, and public controversy, which can arise from lack of information,
misunderstanding, or misinformation. These outreach activities also can assist FEMA and other members
of the PMT in responding to congressional inquiries.
Hawaii County will work with the Regional Office during the initiation of this activity to determine an
Outreach Plan for implementation throughout the mapping project. The Regional Office will have access
to many outreach tools that have been developed for this process that can be utilized or customized.
Volume 1 of the G&S provides specific outreach goals that can be considered.

All communication with local governments will be done in accordance with 44 CFR Part 66.
Deliverables:
• Upon determination of an Outreach and Coordination Approach, Hawaii County shall deliver the
following to the FEMA Regional Project Officer in accordance with the schedule outlined in
Section 6 - Schedule:

Standards: All Floodplain Mapping work shall be performed in accordance with the standards specified
in Section 5 - Standards. Mapping quality standards must be consistent with PM 38, dated October 17,
2007. Hawaii County will perform self-certification audits for the Floodplain Boundary Standards, as
described in PM 38 and all subsequent revisions, for all flood hazard areas. Hawaii County may expand
on the approaches for analyzing Zone A areas and/or develop new approaches! Such approaches must be

coordinated with and approved by the FEMA Regional Project Officer before analysis and mapping
begin.
Hawaii County will complete all activities pertaining to levees in accordance with the G&S, PMs 34, 43
and others that may be appropriate.
Deliverables: In accordance with the G&S, and upon completion of floodplain mapping for Hawaii
County, the county shall make the following products available to FEMA by uploading the digital data to
FEMA so that Baker/AECOM can access it for the independent QA/QC review in accordance with the
schedule-outlined-in--Section 6 - Schedule:-_-Ametadata-file-complying `withthe-NFIP-Metadata'Profiles
Specifications, must accompany the compliant digital data. Additionally, the TSDN format described in
the G&S must be delivered in accordance with Section 2 - Technical and Administrative Support Data
Submittal. The mapping for the remaining flooding sources including any non-revised digital panels and
all merged revised and non-revised floodplain mapping data is to be submitted for the Independent
QA/QC review at the completion of this activity.
This submittal will occur in accordance with the schedule outlined in Section 6 - Schedule.
• Draft DFIRM database prepared in accordance with the requirements in G&S;
• Any backup or supplemental information including supporting calculations and assumptions used
in the mapping required for the independent QA/QC review of Hydrologic, Coastal and /or
Hydraulic Analyses and Floodplain Mapping consistent with the DCS-in the G&S;
• An explanation for the use of existing topography for the studied reaches, if appropriate.
• Written summary of the analysis methodologies;
Independent QA Review of Floodplain Mapping
Responsible Mapping Partner: Hawaii County
Scope: Hawaii County shall perform an internal and impartial review of the floodplain mapping
submitted by RMTC/Dewberry under Floodplain Mapping to ensure that the results of the analyses
performed are accurately represented, the redelineation of existing data on new, updated topography is
appropriate, and to ensure that the new DFIRM panels accurately represent the information shown on the
effective FIRMs and FBFMs for the unrevised areas that are mapped. FEMA may audit or assist in these
activities if deemed to be necessary by the Regional Project Officer. This work shall include, at a
minimum, the activities listed below.
Standards: All Independent QA/QC work shall be performed in accordance with the standards specified
in Section 5 - Standards.
Deliverables: In accordance with the G&S, Hawaii shall make the following products available to
FEMA. Additionally, the TSDN format described in the G&S must be delivered in accordance with
Section 2 - Technical and Administrative Support Data Submittal.
This submittal will occur in accordance with the schedule outlined in Section 6 - Schedule.
• A Summary Report that describes the findings of the QA review, noting any deficiencies in or
agreeing with the mapping results;

• Recommendations to resolve any problems that are identified during the independent QA review;
• An annotated work map with all questions and/or concerns indicated, if necessary; and
• If data changed during review, then updated deliverables for previous tasks will be submitted at
this time.
Develop Draft DFIRM Database
Responsible Mapping Partner: Hawaii County
Scope: Hawaii County shall prepare the database in accordance with G&S. Hawaii County shall
coordinate with appropriate Mapping Partners, as necessary, to resolve any problems that are identified
during development of the DFIRM Database.
Standards: All DFIRM Database work shall be performed in accordance with the standards specified in
Section S - Standards.
Deliverables: In accordance with G&S, Hawaii County shall make the following products available to
FEMA by uploading the digital data to the MIP. Additionally, the Technical Support Data Notebook
format described in G&S must be delivered in accordance with Section 2 - Technical and Administrative
Support Data Submittal.
• DFIRM database files prepared in accordance with the requirements in G&S and in the required
format(s) and
• A metadata file complying with the FEMA NFIP Metadata Profile Specifications.
The Project Team members for this Flood Map Project that have responsibilities for activities included in
this MAS shall comply with the data submittal requirements summarized below.
All supporting documentation for the activities in this MAS/SOW shall be submitted in the TSDN format
in accordance with the FEMA G&S.

SECTION 3-PERIOD OF PERFORMANCE (for CTPs)
The mapping activities outlined in this MAS will be completed as specified in the Agreement Articles of
the Cooperative Agreement. The Mapping Activities may be terminated at the option of FEMA or Hawaii

SECTION 7-CERTIFICATIONS
Field Surveys and Topographic Data Development
A Registered Professional Engineer or Licensed Land Surveyor shall provide an accuracy statement
for field surveys and/or topographic data used.and shall certify these data meet the accuracy statement
provided. Data accuracy should be stated used the Federal Geographic Data Committee National
Standards for Spatial Data Accuracy, but the American Society for Photogrammetry and Remote
Sensing-.accuracy-reporting standards -are-acceptable.:-_
Base Map Acquisition and Preparation
• A community official or responsible party shall provide written certification that the digital data
meet FEMA minimum standards and specifications.
• The responsible Mapping Partner shall provide documentation that the digital base map can be
used by FEMA. Please note that uploading base map data to the MIP does not constitute
agreement that the digital base map can be used by FEMA. Documentation that the digital base
map can be used by FEMA is still required.
• Certifications must be made at the time the intermediate data is submitted. For example, if
hydrologic data is submitted, certification will be required at the time it is submitted.
Hydrologic Analyses, Hydraulic Analyses, Coastal Analyses, and Floodplain Mapping
• A Registered Professional Engineer shall certify hydrologic and hydraulic and coastal analyses
_ and data in accordance with 44 CFR 65.6(f).
• Any levee systems to be accredited will be certified in accordance with 44 CFR 65.10.
SECTION 8-TECHNICAL ASSISTANCE AND RESOURCES
Project Team members may obtain copies of FEMA-issued LOMCs, archived engineering backup data,
and data collected as part of the Mapping Needs Assessment Process from FEMA and/or your Regional
Project Officer.
General technical and programmatic information, such as FEMA 265 and the Quick-2 computer program,
can be downloaded from the FEMA website at http://www.fema.gov/plan/prevent/fhm/frm-soft.shtm
Specific technical and programmatic support may be provided through FEMA and/or its contractor; such
assistance should be requested through the FEMA Project Officer specified in Section 12 - Points of
Contact.
Project Team members also may consult with the FEMA Regional Project Officer to request support in
the areas of selection of data sources, digital data accuracy standards, assessment of vertical data
accuracy, data collection methods or subcontractors, and GIS-based engineering and modeling training.
Assistance with the MIP may be requested at Michael Baker's regional office in Oakland, CA at

SECTION 9-CONTRACTORS (CTP)
Hawaii County does not intend to use the services of a contractor for the Flood Map Project documented
in this MAS. Hawaii County shall ensure that the procurementfor all contractors, if any, are used for this
Flood Map Project complies with the requirements of 44 CFR 1136.

SECTION 10-REPORTING (CTP)
Financial Reporting: Because funding has been provided to Hawaii County by FEMA, financial reporting
requirements for Hawaii County will be in accordance with Cooperative Agreement Articles. Hawaii
County shall also refer to 44 CFR 13.41.
Hawaii County shall provide financial reports to the FEMA Regional Project Officer and Assistance
Officer in accordance with the terms of the signed Cooperative Agreement for this MAS.
Status Reporting: Status reports will be submitted on a quarterly basis in accordance with the
financial reporting submittals. Hawaii County shall refer to 44 CFR 13.4 to obtain minimum
requirements for status reporting. The Project Officer, as needed, may request additional
information on status.
Hawaii County may meet with FEMA and/or its contractor up to bi-monthly, or more frequently if
needed, to review the progress of the project in addition to the quarterly financial and status submittals.
These meetings will alternate between FEMA's Regional Office, the Hawaii County office, and
conference calls, as necessary.
The Project Officer, as needed, may request additional information on status on an ad hoc basis.
Section 11-Project Coordination
Throughout the project, all members of the Project Team will coordinate, as necessary, to ensure the
products meet the technical and format specifications required and contain accurate, up-to-date
information. Coordination activities shall include:
• Meetings, teleconferences, and video conferences with FEMA and other Project Team members;
• Telephone conversations with FEMA and other Project Team members on a scheduled basis and
an ad hoc basis, as required;
• Updates to the MIP and other FEMA status information systems in accordance with requirements
in Volumes 1 and 3 of G&S; and
• E-mail, facsimile transmissions, and letters, as required.
