Members of the Hawaii County Council < 25 Aupuni Street r, Hilo, Hawaii 96720 co Subject: Extension of Chapter 18, Section 18-90(h), of the Hawaii County Code - Island-wide Transportation Free Zone We respectfully request the extension of the island-wide k6kua zone for an additional year, through December 31, 2010. Currently, all bus rides on our regularly scheduled Hele-On bus routes are provided at no cost to riders per Section 18-90(h), of the Hawaii County Code. This program will terminate December 31, 2009, unless extended by the Hawaii County Council. The program has had a tremendous impact on the quality of life of our residents. Since the inception of the k6kua zone in October, 2005, bus ridership has risen from 382,000 passenger trips in FY 2005-06, to 800,000 passenger trips in FY 2008-09. To keep up with the increased demands for service, the transit agency has increased routes and purchased additional buses for use island-wide. Our transit system is continuing to grow with nine buses scheduled for delivery in late November of this year. We also have an additional three buses on order that will be delivered in 2010. In today's challenging economy, coupled with rising fuel prices, providing bus transportation at no cost to users will provide our residents with an alternative to the private automobile and improve our environment by reducing the number of automobiles on the road. comm.
