I request that you place on the agenda the formation of an ad hoc committee <br /> to discuss the establishment of a shoreline park system as discussed in Resolution No. 257-09. <br /> This matter was postponed to the November 17, 2009 meeting of the Hawaii County Council <br /> Planning Committee. I therefore request that you place the formation of the ad hoc committee <br /> and its related discussion on the agenda for the same meeting. <br /> Per the Hawaii Revised Statutes §92-2.5(b)(1) and our Council Rule No. 7, at the initial <br /> formation of the ad hoc committee, you, as Chair of the Planning Committee, will need to <br /> <br /> establish the membership of the committee, the role and authority of each member, and the <br /> scope, guidelines and goals of the committee. I am also requesting that you allow interested <br /> Planning Committee members a set amount of time to state why they should be considered for <br /> membership on the ad hoc committee. <br /> For your consideration, I would like to suggest the scope of the ad hoc committee include: <br /> • The boundaries of the proposed park system <br /> <br /> • Determine if private and/or public lands will be included <br /> • Determine if county, state and/or federal lands will be examined <br /> • Determine the manner in which county, state and federal agencies will be approached <br /> • Include concise mapping of the proposed system <br /> <br /> I believe that 30 minutes should provide sufficient time for all facets of the establishment of the <br /> ad hoc committee.
