<br /> <br /> <br /> <br /> J~SV cs ~~!y <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> <br /> 1,,TE Oi N?~', <br /> <br /> <br /> RESOLUTION NO. 205 09 <br /> (Draft 5) <br /> A RESOLUTION URGING CONGRESS TO SUPPORT AND PROVIDE FEDERAL <br /> FUNDING FOR THE HIGHEST PRIORITY CAPITAL IMPROVEMENT PROJECTS <br /> IN THE COUNTY OF HAWAII. <br /> <br /> WHEREAS, the statewide unemployment rate for May 2009 was 7.4 percent with <br /> Hawaii County's unemployment the highest at 10.4 percent; and <br /> <br /> WHEREAS, funding capital improvement projects will help to stimulate the Big Island <br /> economy at a time when it is most needed; and <br /> <br /> WHEREAS, the Hawaii County Council has created a list of capital improvement <br /> projects throughout the Big Island that are in need of funding; and <br /> <br /> WHEREAS, the Hawaii County Council feels that the most effective way to gain the <br /> support of Congress is to submit one priority list as a unified Council rather than nine separate <br /> lists from each district; and <br /> <br /> WHEREAS, the capital improvement projects are ranked by priority as follows: <br /> <br /> 1. Ainaloa Waterline Installation <br /> <br /> 2. Kal6pa Sand Gulch Bypass Road <br /> 3. La`aloa Street Extension <br /> <br /> 4. Kahuku Park Community/Senior Center & Gym <br /> 5. County-Wide Radio Tower Installation <br /> <br /> 6. Waikoloa Gym <br /> 7. Hilo Bayfront Trails <br /> <br /> 8. Ahalanui/Pohoiki Bay Beach Park <br /> 9. Mid-Level Road (Ane Keohokalole Highway); and <br /> <br /> WHEREAS, this priority list, as shown in detail in "Exhibit A," will be sent to our <br /> Congressional delegation for the 2010 Congressional budget session; and <br /> <br /> WHEREAS, each Council Member is responsible for providing documentation (e.g., <br /> plans and designs, maps, costs, etc.) of their district project upon request by our Congressional <br /> delegation; now, therefore, <br />
