( RESOLUTION NO. 276 09 RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MULTI-YEAR AGREEMENT WITH THE PROPERTY OWNER OF THE PROJECT SELECTED FOR THE SECTION 8 PROJECT-BASED VOUCHER PROGRAM WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year, be approved by resolution; and WHEREAS, the Office of Housing and Community Development (OHCD) published a Public Notice in the local newspapers informing property owners that the OHCD will be accepting proposals for the Section 8 Project-Based Voucher Program; and WHEREAS, under the Project-Based Voucher Program, the OHCD will attach a Section 8 Housing Assistance Payment Contract (Agreement) to an existing structure or to a structure if the owner agrees to rehabilitate or construct the structure other than with assistance provided under the United States Act of 1937; and WHEREAS, the purpose of the Section 8 Project-Based Voucher Program is to encourage property owners to make available rental housing unit(s) to low-income families that aren't within the current housing fair market rents; and WHEREAS, the OHCD estimates that up to thirty (30) units in the County of Hawai'i will be assisted under the funding available for this purpose; and WHEREAS, the County of Hawai'i wishes to enter into a multi-year agreement with the property owners of eligible projects selected by the OHCD utilizing the Section 8 project- Based Voucher Program's evaluation process; and WHEREAS, to expedite processing of the agreement between the County and the property owners and to ensure that the OHCD meets all processing deadlines as set forth by the United States Department of Housing and Urban Development for the Section 8
