No. 512 <br />(Bill 142) <br /> <br />Your Committee on Public Safety and Parks and Recreation, to which was referred Bill 142, <br />reports as follows: <br /> <br />Bill 142, transmitted via Communication 512, from Councilmember Emily I. Naeole, dated <br />September 21, 2009, is an ordinance amending Chapter 14, Article 1, Section 14-2.2 and <br />Section 14-2 of the Hawai'i County Code 1983 (2005 edition, as amended), relating to <br />consumption of intoxicating liquors at Isaac Kepo'okalani Hale Beach Park, changing the current <br />provision allowing consumption of alcohol to one requiring a permit. <br /> <br />There were no public testifiers. <br /> <br />Councilmember Naeole related many stories of drunkenness and other poor public behavior at <br />the park, in addition to insufficient police and security presence to handle the frequent incidents. <br /> <br />Mitch Roth, Hawai'i County Deputy Prosecuting Attorney, spoke on behalf of Prosecuting <br />Attorney Jay Kimura, and stated that similar issues exist at many beach parks and the Office of <br />the Prosecuting Attorney would like to recommend it be expanded to include all County Parks. <br /> <br />Your Committee on Public Safety and Parks and Recreation is in accord with the purpose and <br />intent of Bill 142 and recommends passage at first reading. <br /> <br />bw <br /> <br /> AYES NOES A&E EX <br />ENRIQUES X <br />FORD X <br />GREENWELL X <br />HOFFMANN X <br />IKEDA X <br />NAEOLE X <br />ONISHI X <br />YAGONG X <br />YOSHIMOTO X <br /> <br />Respectfully submitted, <br /> <br />COMMITTEE ON PUBLIC SAFETY <br />AND PARKS AND RECREATION <br /> <br />
