No. 523/Bi1l147 <br /> <br />Your Committee on Public Works and Intergovernmental Relations, to which was referred <br />Communication No. 523 and Bill 147, reports as follows: <br /> <br />Bill 147, transmitted by Council Member, Donald Ikeda via Communication No. 523, dated <br />September 8, 2009, amends Chapter 24, article 10, division 5, section 24-281, schedule 29 <br />(Parking prohibited during certain hours on certain streets; tow-away zone), paragraph (c), South <br />Hilo, of the Hawai'i County Code 1983 (2005 Edition, as amended), is amended by adding the <br />following to be appropriately numbered and to read as follows: <br /> <br />"() Pi' ihonua Road, both sides, beginning at the southern terminus of Bridge 25-2 to <br />the southern terminus of Bridge 25-1, between the hours of 6:00 p.m. and 6:00 <br />a.m." <br /> <br />The purpose ofthis amendment is to address public safety. <br /> <br />There was testimony in support ofthis proposed bill. Several testimonies stated that the <br />congregation of large group ofteen and young adults has been causing problems consisting of <br />illegal activities, noise and littering in this area for many years. <br /> <br />Traffic Division Chief Ron Thiel appeared before Your Committee. As the introducer of this <br />proposed bill, Mr. Ikeda has the support ofthe Department of Public Works.
