No. 571/Bill No. 161 <br /> PLACE: Councilroom <br /> Ben Franklin Building, 2nd Floor <br /> Hilo, Hawaii <br /> TIME: 11:16 a.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Finance, to which was referred Bill No. 161, reports as follows: <br /> <br /> Bill No. 161 transmitted by Finance Director Nancy Crawford via Communication No. 571, <br /> dated October 6, 2009, amends Ordinance 08-106, as amended by Ordinance Nos. 09-92 and <br /> 09-92A, authorizing the issuance of general obligation bonds for financing public improvements. <br /> The purpose of this measure is to amend the Ordinance's attachment noted as Exhibit A, Draft 3 <br /> by replacing it with a new exhibit labeled Exhibit A, Draft 4. <br /> <br /> The amendment to the exhibit is to adjust funding for various projects based on actual needs that <br /> differ from the original estimates in the bond ordinance and subsequent amendment. ADA <br /> projects to fulfill mandates are ongoing and require additional funding. Additional funds are also <br /> needed for the current phase of the Na`alehu/Pahala LCC Replacement and also for repairs and <br /> improvements to County facilities maintained by Parks and Recreation and Public Works <br /> departments. Five projects are added to this authorization to address legal mandates and correct <br /> major deficiencies or meet critical public safety needs. <br /> Funds to meet these additional needs were made available by eliminating or reducing funding for <br /> the Fire Administration Complex, the Makalei Fire Station, and for the Lako Street Extension <br /> project. The County does not currently have adequate funds to initiate construction of the Fire <br /> facility; federal funds have been obtained for a portion of the Makalei Fire Station and the Lako <br /> Street project is not ready to move forward at this time. There is no change to the total amount <br /> of the bond authorization. <br /> <br /> The measure was first heard by Your Committee at its meeting of October 20, 2009. Several <br /> Council Members objected to the removal of the Lako Street project and the measure was <br /> postponed. <br /> <br /> Communication 571.1 transmitted by Finance Director Nancy Crawford, dated October 29, <br /> 2009, amends Exhibit A to restore $1 million for Lako Street and decrease funding for Parks and <br /> Recreation Repairs/Improvements to Facilities by $1 million. <br /> <br /> <br /> FC Rept.
