No. 614/Res. 273-09 <br /> PLACE: Councilroom <br /> Ben Franklin Building, 2°d Floor <br /> Hilo, Hawaii <br /> TIME: 9:00 a.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 273-09, reports as follows: <br /> <br /> Resolution No. 273-09, transmitted jointly with Bill 173, by Finance Director Nancy Crawford, via <br /> Communication No. 614, dated November 3, 2009, authorizes the Office of the Mayor to enter into an agreement <br /> with the State of Hawaii Department of the Attorney General's Crime Prevention & Justice Assistance Division <br /> to receive federal grant funds from the Edward Byrne Memorial Justice Assistance Grant Program. <br /> <br /> The funds will be used by the Hawaii Office of the Prosecuting Attorney to implernent the Court House Booking <br /> Project which will provide post-conviction, same-day penal summons booking at the Hilo and Kona court houses. <br /> This project will streamline the post-conviction booking process and will ensure that the information is entered <br /> into the statewide offender based tracking program. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council <br /> to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the <br /> powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects <br /> being or to be undertaken pursuant to those powers. <br /> <br /> Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of <br /> funds from the appropriations of a later fiscal year must be approved by resolution. <br /> <br /> There was no discussion on this measure. <br /> Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 273-09, and <br /> recommends its adoption. <br /> <br /> kk <br /> <br /> AYES NOES A&E EX Respectfully submitted, <br /> ENRIQUES X <br /> FORD X COMMITTEE ON FINANCE <br /> GREENWELL X <br /> HOFFMANN X <br /> <br /> IKEDA X <br /> NAEOLE X <br /> ONISHI X DENNIS "FRESH" ONISHI, CHAIR <br /> YAGONG X FC REPORT NO. 121 <br /> YOSEIIMOTO X ADOPTED: DEC 0 2 2009 <br />
