REQUEST: <br /> <br /> Attached is a bill for an ordinance amending CHAPTER 7, ARTICLE 2, SECTION 7-8 of the Hawai'i County <br /> Code Relating to Disaster Control. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Hawai'i County water spigots were established in 1988 as emergency source of drinking water as a <br /> precaution against lead contamination in catchment systems due to the effects of acid rain. The amount of <br /> spigots has since increased from the original five to fifteen (see attached map; a sixteenth is currently under <br /> construction at Ocean View Subdivision). The County currently pays over $50,000 annually in water and <br /> maintenance bills to support the spigots. Expenses are expected to rise significantly with the completion of <br /> the Ocean View spigots and a projected 3 to 6% increase in cost of water delivery in 2010. Furthermore, <br /> Public Works charges for maintenance of spigot locations are also expected to rise due to better monitoring <br /> of non-federal highway fund expenditures of Public Works Highways personnel who maintain the spigots. It <br /> is realistic for expenses to reach $80,000+ annually. $50,000 + $20,000 estimated PW maintenance + <br /> Ocean View charges + rate increases. The only cost control available for the program is to limit consumption <br /> at the spigot locations. Currently there are no official restrictions on the use of the spigots. Anyone can <br /> legally take any amount of water they wish. Non-emergency use of the spigots reported have included car <br /> washing, boat washing, washing ginger, and taking large quantities of water (100+ gallons) holding up <br /> people waiting in line for their turn. FEMA guidelines establish a minimum of one gallon per person per day <br /> for emergency water. 55 gallons per day is a generous allowance for most families based on FEMA <br /> minimums. A 55 gallon container size limit is based on a standard 55 gallon drum size and decreases the fill <br /> time, thus the wait time for everyone seeking to use the spigots. Restrictions on spigot usage will make the <br /> spigots more available for its intended purpose, emergency drinking water, and limit unnecessary use thus <br /> limiting costs <br /> <br /> <br /> 1 U <br /> SIGNED- DATE: 2, <br /> Department Head <br />
