PART V - ACTION PLAN (91.220) <br />A. STANDARD FORM 424 <br />See attached. <br />B. . RESOURCES <br />1. DESCRIBE RESOURCES EXPECTED TO BE RECEIVED (GRANT & <br />INCOME) <br />a. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM: <br />The U.S. Department of Housing and Urban <br />Development (HUD)allocates the County's CDBG <br />Small Cities Program funds to the County on a <br />formula basis. This formula takes into account <br />the County's population,'the extent of poverty and <br />the extent of housing overcrowding. The County of <br />Hawaii has been informed by HUD that the County's <br />total 1998 CDBG allocation is $2,156,000. The <br />County also anticipates an additional $8,500 of <br />program income from the Downtown Improvement <br />Association Exterior Rehabilitation Loan program, <br />for a total of $2,164,500 of available CDBG <br />monies. <br />The primary objective of the CDBG.program is to <br />encourage the development of viable communities by <br />providing decent housing., suitable living <br />environments and expanding economic opportunities <br />principally for persons of low and moderate <br />incomes. <br />The County distributes its CDBG allocation through <br />A Request for Proposal (RFP) process. This <br />competitive process is intended to ensure that the <br />projects funded by the County are Iconsistent with <br />the County's priorities as contained in the <br />Consolidated Plan, are eligible for CDBG funds and <br />can be implemented in a timely manner. <br />-V - 1 98 Consol/3-9-98 <br />
