<br />RESOLUTION CREATING THREE (3) FIRE RADIO DISPATCHER II
<br />POSITIONS FOR THE HAWAII COUNTYFIRE DEPARTMENT.
<br />
<br />WHEREAS, a fire radio dispatcher independently operates a radio
<br />transmitter and receiver, 911 equipment and the telephone; and
<br />WHEREAS, a fire ra<iio dispatcher announces and coordinates the
<br />response of the fire, medical and rescue personnel in all fire stations and
<br />volunteer fire stations on the Island of Hawaii; and
<br />WHEREAS, a fire radio dispatcher presently uses the Emergency Medical
<br />Dispatching (EMD) protocol, which includes providing callers with" pre-arrival
<br />instructions" i.e., CPR; and -.
<br />
<br />WHEREAS, a fire radio dispatcher also uses the Flight Following protocol,
<br />which is mandated by the FAA when the aeromedical helicopter is dispatched to
<br />emergencies and transport p~tien~s; and
<br />WHEREAS, these additioruuprotocols' i~creasethe time required when
<br />interfacing with the caller during emergency medical calls as well as require
<br />. ,

<br />more dispatcher time; and
<br />WHEREAS, due to the increasing number of emergency calls and the
<br />inadequate number of personnel to cover vacation and sick leaves, the increase in
<br />overtime is having a negative impact on the personnel as well as the operations;
<br />and
<br />
<br />WHEREAS, by creating three (3) Fire Radio Dispatcher II, SR-17 positions,
<br />adequate staffing in the communications division will finally be realized; and
<br />WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states
<br />that the Mayor has the power to "~reate positions...for which appropriations
<br />have been made by the counciL." ; and
