". . <br /> <br />. <br /> <br />COUNTY OF HAWA <br /> <br /> <br />rATE OF HAWAII <br /> <br />RESOLUTION NO. t~~~") 98 <br />, (DRAFT 2) <br /> <br />A RESOLUTION SUPPORTING THE DEVELOPMENT OF KA 'APUNI 0 HAW AI'I <br />P ATHW A Y (PATHWAY THAT CIRCLES THE ISLAND OF HAW AI'I) <br /> <br />WHEREAS, the President's Council on Sustainable Development stated that "By the <br />year 2000, hundreds of communities across America could share in more than $6 billion in <br />economic benefits arising from the fast-growing network of multi-use trails that are now <br />spanning the nation. . ."; and <br /> <br />WHEREAS, Hawai'i's ecotourism industry could attract the millions of Americans <br />who vacation by bicycle each year by developing connected green-ways and trails; and <br /> <br />, , <br />, ' <br />WHEREAS, the proposed Ka'apuni 0 Hawai'i Pathway will link ninety per cent of <br />the communities on the Island ofl:lawai'i in a network of multi-use trails, paved and <br />dedicated roadways, shoulders, and shared-use routes along roadways with low volume <br />traffic; and <br /> <br />WHEREAS, in addition to attracting tourist dollars, the Ka' apuni 0 Hawai' i Pathway <br />has the potential to improve the health and quality of life of trail users by providing a safe <br />and accessible place for recreation and 'exercise; and <br />- ' <br /> <br />WHEREAS, an extensive network of trails will provide non-motorized commuting <br />options for those who are unable to own or operate a car, while providing a cleaner air option <br />and reducing the hazards of car /bike and car/pedestrian accidents; and <br /> <br />WHEREAS, through the organization of funding and volunteers, the Peoples '.\ \) <br />Advocacy for Trails Hawai'i (PATH) has already built the first section of the trail and works... ' <br />with the County of Hawai'i, Department of Public Works, Traffic Division to maintain it; ',,' <br />and ' <br /> <br />WHEREAS, the pre-existing, section of the trail already experiences high use and the <br />completion of the trail is anticipated to increase the opportunity for community activities and <br />fundraisers with activities such as walk-a-thons and bike-a-thpns along the route; and <br /> <br /> <br />, <br />WHEREAS, in addition to strong community suppport from the residents of Hawai'i <br />County, the Ka'apuniO Hawai'i Pathway has the support ofMayorSt~phen K. Yamashiro, <br />.the.State N~ Ala Hele'Progratn, the State Community-Based Economic Development <br />Advisory CoUncil, as well as many businesses, such as banks, realty companies, bicycle <br />stores, and tour companies. <br />, , <br /> <br />
