We, the citizens of South Kona and Ka'u have suffered for years from a lack of County services due to the County's refusal to provide infrastructure and a safe and healthy living conditions in our districts as mandated by the Hawaii State Constitution. For the last eighteen years Hawaii County has been beset by drought conditions and yet the County is presently threatening, through proposed Bill 189, to reduce our ability to acquire water from public spigots, installed expressly for our residential use, to levels below what is needed for the basic maintenance needs of our families to drink, cook and bathe. This proposal is unacceptable.
