<br /> mandated by the Hawaii State Constitution. For the last eighteen years Hawaii County has been beset by'

<br /> ability to acquire water from public spigots, installed expressly for our residential use, to levels below what
<br /> is needed for the basic maintenance needs of our families to drink, cook and bathe.
