RESOLUTION NO. 29898 RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MULTI- YEAR AGREEMENT FOR ANIMAL CONTROL SERVICES WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or more than one fiscal year be approved by resolution; and WHEREAS, HRS Chapters 46 and 143, and Chapter 4 of the Hawaii County Code authorize the County to regulate a variety of animal activities; and WHEREAS, HRS Section 143-15 allows the County to contract with any society or organization formed for the prevention of cruelty to animals for the seizure. and impounding of all unlicensed dogs and for the maintenance of a shelter or pound; and WHEREAS, Section 4-6 of the Hawaii County Code authorizes the County Council to appropriate funds for stray dogs, cats and small domesticated animals and for the assistance of societies to accomplish the related responsibilities which are delegated to the societies; and WHEREAS, the County wishes to contract with such an organization for animal control activities; and WHEREAS, the County finds that for economic and practical reasons, it is in the best interest of the County that the contract for animal control services covers more than one year; and WHEREAS, the County.has .issued a Request for Proposal seeking to contract with an organization to proVide animal control services for a period up to June 30, 2002. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII: 1. That the Mayor be authorized to execute a multi-year contract with an organization to provide animal control services for the County of Hawaii.
