COUNTY OF HAWAII <br />RESOLUTION NO. 317 10 <br />STATE OF HAWAII <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT <br />OF LABOR AND INDUSTRIAL RELATIONS, PURSUANT TO HRS 46 -7, <br />FOR FUNDING FOR THE COUNTY OF HAWAI`I'S SENIOR TRAINING <br />AND EMPLOYMENT PROGRAM <br />WHEREAS, the Senior Community Service Employment Program (SCSEP) is a <br />community service and work based training program for older workers, funded under <br />Title V of the Older Americans Act Amendments; and <br />WHEREAS, the federal funds are channeled to the State of Hawaii Department <br />of Labor and Industrial Relations' Workforce Development Division that annually awards <br />a grant to the Hawaii County Office of Aging, which then contracts out this part-time <br />training program to the Department of Parks and Recreation Elderly Activities Division's <br />Senior Training & Employment Program (STEP); and <br />WHEREAS, special SCSEP federal grant funds received by the State from the <br />U.S. Department of Labor's Appropriation Act of 2009 (Public Law 111 -117, Title VIII) <br />are being provided to the County of Hawaii to enable STEP to continue serving the nine <br />(9) seniors added last year under the American Recovery and Reinvestment Act of <br />2009 (ARRA) (Public Law 111 -05); and <br />WHEREAS, with these special funds, the nine (9) seniors currently participating <br />in STEP under ARRA will be allowed to remain in their "on the job" training positions <br />until June 30, 2011, otherwise they would have been terminated on May 2010, and <br />WHEREAS, Hawaii Revised Statutes, Section 46 -7, requires that county <br />departments obtain the consent of the council to enter into agreements with the federal <br />or state governments respecting action to be taken pursuant to any of the powers <br />granted by law to furnish, expend, and receive any funds or other assistance in <br />connection with projects being or to be undertaken pursuant to those powers. <br />
