DLIR has been communicating with all SCSEP subproject operators regarding the possibility of <br />receiving additional funds and inquiring whether operators were able and willing to utilize <br />additional funding. All but one operator has indicated they are able and willing to accept <br />additional funding. <br />To comply with the State procurement rules, DLIR has submitted a Request for Exemption from <br />Chapter 103F, HRS to the State Procurement Office. A Request for Infoiniation has also been <br />prepared - soliciting expressions of interest. Our exemption request has been approved and <br />subprojects willing and able to accept additional funding have expressed their interest in <br />participating on this project. <br />POLICY <br />Participants under this Special Fund grant will be ARRA participants who need additional <br />assistance in finding employment. These participants may be provided additional services for up <br />to an additional year. Once the operator has expended all of their allocated ARRA funds or on <br />July 1, 2010, whichever is earlier, ARRA participants will be transferred into the operator's <br />regular SCSEP database in SPARQ. Additional guidance on the transfer procedures will be <br />provided at a later date. <br />Although the program performance of these Special Funded participants will be reported as part <br />of the regular SCSEP grant, operators will need to track and report the expenditures for these <br />participants separately. <br />Grantees and operators are expected to adhere to the current statutory and regulatory <br />requirements for SCSEP as contained in the following: <br />• 2006 Older Americans Act (OAA) Amendments, Public Law 109 -365 <br />• SCSEP Performance Accountability Interim Rule, 20 CFR Part 641, Subparts A and G, <br />72 Federal Register 36832 (June 29, 2007) <br />• SCSEP Final Rule 20 CFR Part 642 (April 9, 2004) <br />• Priority of Service for Covered Persons: Final Rule 20 CFR Part 1010, 73 FR 78132 <br />(December 19, 2008); and <br />• The American Recovery and Reinvestment Act of 2009, PL 111 -05, Division A, Title <br />VIII. <br />Additional policy guidance will be issued once received from USDOL. <br />PROCEDURES <br />Utilizing the attached Allocation of Special SCSEP Funds by County chart, operators should <br />prepare a project narrative (proposal) and budget documents for the use of the special funds as <br />soon as possible and submit it to the Workforce Development Division Administration Office no <br />later than March 23, 2010. The proposal should include an explanation of the need for these <br />Special Funds, and the operator's capacity to utilize the additional funding. <br />-2- <br />
