REQUEST: <br />SIGNED: <br />Planning Department <br />Dana Okano <br />DEPARTMENT OF FINANCE <br />REQUEST FOR COUNCIL ACTION <br />Prepare a resolution authorizing the Mayor to enter into an agreement and to accept $25,000 from the State <br />Department of Business, Economic Development & Tourism Office of Planning to implement the Ocean <br />Resources Management Plan project titled "Wetlands Habitat Restoration Plan for Honu'apo Estuary." <br />Prepare a bill for an ordinance to appropriate these funds into the Wetlands Habitat Restoration Plan for <br />Honu'apo Estuary for the Planning Department. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The State Office of Planning solicited proposals for funding titled "Implementation of the Hawaii Ocean <br />Resources Management Plan" with a closing date of May 29, 2009. Stipulations of the proposal included <br />that the proposal be implemented through a contract with a state or county agency in partnership with a <br />community -based organization, where the government agency partner was required to be the formal <br />applicant. As a result, County of Hawai'i Planning Department submitted a proposal on behalf of Ka 'Ohana <br />o Honu'apo. These are federally derived funds coming through the Hawai'i Ocean Resources Management <br />Plan and the Coastal Nonpoint Pollution Control Program, being passed through the State Department of <br />Business, Economic Development & Tourism Office of Planning. Non - federal matching funds are required <br />for the project, $30,000 will be provided by County of Hawaii for this match.
