WHEREAS, the County of Hawaii owns Kamokuna Street, identified as Tax Map Key' <br />No. (3)2-1-15, a portion of which extends from LaehalaStreet makai to the coastal area/as <br />delineated on the map attached hereto as Exhibit "A"; and <br /> <br />WHEREAS, a: portion ofthe subject roadway is not improved to county road standards <br />and has been used as a receptacle area for trash, creating an unsanitary situation; and <br /> <br />WHEREAS, the landowner ofthe surrounding properties, Kamehameha Schools Bernice <br />Pauahi Bishop Estate, has agreed to allow the Edith Kanaka'ole Foundation to utilize the <br />surrounding properties as a cultural landscape to practice and interpret the Native Hawaiian <br />culture; and <br /> <br />WHEREAS, the Edith Kanaka'oleFoundation, as the steward for this region, has <br />requested that the subject property ofKamokUlla Street be closed to vel1iculartraffic, but <br />continue to serve as a public pedestriari access to the shoreline and that vehicular traffic be <br />restriCted for emergency purposes only; and <br /> <br />WHEREAS, the Edith Kanaka'ole Foundation will provide an area foroff-street parking <br />and a vehicle turnaround to relieve traffic safety concerns at the intersection of Kamokuna Street <br />and Laehala Street; and . <br /> <br />WHEREAS, the utilization ofthis access for pedestrian use only would greatly reduce the <br />potential for continued dumping of trash and for further degradation of the natural resources of <br />the area; and <br /> <br />. . <br />WHEREAS, pursuant to section 264-1(d), Hawaii Revised Statutes, all county road~ <br />continue until closed by resolution oftheCouncil. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF <br />HAWAII that pursuant to section 264-1, Hawaii Revised Statutes, that portion of Kamokuna <br />Street begirining 200 feet makai from Laehala Streefto the shoreline, shall be closed to vehicular <br />traffic, except for emergency purposes, and be designated primarily for pedestrian access. <br />
