The intent of this proposal was to prevent abuse of the public spigots in fairness to all the residents of the County and that is still this administration's goal. However, I understand from your letter that not all of the issues have been fully vetted and that we should give our residents a better opportunity to present alternative ideas and solutions. Having heard from your constituents in Council District 6, who are the largest consumers of water from public spigots in the County, I respect your concerns. Therefore I concur with your request to withdraw Bill 189 at this time, provided that you convene a task force involving residents, stakeholders and the Hawaii County Civil Defense to explore a fair and equitable management solution for our County spigots; as proposed in your letter. In the interest of presenting the County Council with the best bill possible to regulate public water spigots in the County of Hawaii, I support your request- for withdrawal of Bill 189 from the January 22, 2009 agenda of the Hawaii County Council with the intent that a new bill will be submitted for the Council's consideration following further review of the important issues involved.
