• • <br /> • Revise Hawai' i County Code, Chapter 11, to promote development of <br /> affordable housing. <br /> • Provide policy recommendations to the Hawai' i County Council and the State <br /> Legislature to preserve affordable housing development viability. <br /> Fees, Charges, Exactions <br /> • The County will implement Hawaii County Code, Chapter 11 (Housing) to <br /> increase inventory in affordable for -sale housing units and lots, rental units, <br /> developable land and fees dedicated to affordable housing development. <br /> Land Use Regulations <br /> • The County will continue to amend and /or streamline its entitlement codes <br /> and /or processes. <br /> Building Codes <br /> • The County will continue to amend and /or streamline its entitlement codes <br /> and /or processes. <br /> Growth Limitations <br /> The County will: <br /> • Utilize its General Plan to monitor its performance and make amendments <br /> needed to direct growth. <br /> • Provide resource information at community development planning meetings <br /> that are representative of at -risk population housing needs. <br /> Return on Investment <br /> • Refer to the State's CP. The County imposes buyback and shared equity <br /> provisions. <br /> Lack for Resources <br /> The County will: <br /> • Establish the Homebuyer Education and Counseling Services program to <br /> prepare eligible families for homeownership. <br /> • Collaborate with community stakeholders to secure County, State and Federal <br /> funds for the development of the Kaloko Housing Program, which will increase <br /> transitional and permanent housing inventory and services for home less <br /> working families in West Hawai' /. <br /> • Provide technical assistance in accessing SuperNOFA, ESG, HOPWA and other <br /> ARRA funds for housing programs /services. <br /> • Process and administer County Council contingency funding requests for its <br /> local service providers. <br /> "Mini Davis-Bacon", Tax Policy and Land Use Controls <br /> • Refer to the State's CP for the State's strategy to remove barriers to <br /> affordable housing. <br /> First Program Year Action Plan 9 Version 2.0 <br />
