COMMISSION ACTIVITIES, FINDINGS, & <br /> RECOMMENDATIONS <br /> Activities <br /> Since March 13, 2009 the commission has held eleven regular meetings, three <br /> special meetings, and six public hearings. Throughout the commission's proceedings up <br /> to the March 12, 2010 meeting, the commission received two - hundred -seven submissions <br /> of written testimony, and heard eighty -five oral testifiers. The number of testimony <br /> received, written and oral, does not take into account repeat testifiers or testimony on <br /> multiple agenda items. <br /> The commission considered thirty -eight proposed amendments to the charter. Of <br /> those original thirty -eight proposals, the commission decided to move nineteen of them to <br /> the voters for approval. Those nineteen proposals, included as the commission's <br /> recommendations, may be consolidated based on their content if they are related. <br /> Findings <br /> Overall, the commission has found that the charter is a solid document that does <br /> not require extensive amendments. The commission recognizes that the charter is meant <br /> to be a broad document to govern the operation of county government. Prior to each <br /> proposed charter amendment is a brief description of the proposal. This brief description <br /> provides the findings of the commission relating to each proposal. <br /> Recommendations <br /> The recommendations of the commission are best transmitted through its <br /> proposed amendments. Each amendment is attached separately, with a brief description <br /> prior to the text of the proposal as mentioned above. The brief description is not a part of <br /> the official charter amendment. <br /> Conclusion <br /> The commission looks forward to completing its obligation to the county. It <br /> hopes that the county council thoroughly reviews its proposals and awaits the council's <br /> response. All proposals contained herein are now respectfully submitted to the county <br /> council for its review. A response from the council is expected by May 13, 2010 in <br /> accordance with Hawai`i Revised Statutes, § 50 -8. <br /> 3 <br />
