No. 754 /Bill No. 227 <br />PLACE: Councilroom <br />Hawaii County Building <br />25 Aupuni Street <br />Hilo, Hawaii <br />TIME: 4:30 p.m. <br />Council Chair and Members <br />Hawai`i County Council <br />Hilo, Hawaii 96720 <br />REPORT OF THE <br />COMMITTEE ON PLANNING <br />Your Committee on Planning, to which was referred Bill No. 227, reports as follows: <br />Bill No. 227, transmitted via Communication No. 754 from Mayor William P. Kenoi, dated <br />February 25, 2010, presents a Change of Zone Request by William and Glynnis Dolan, at <br />Ponahawai, South Hilo, Hawai`i, TMK: 2 -3- 037:014. <br />Bill No. 227 seeks to amend Section 25 -8 -33 (City of Hilo Zone Map), Article 8, Chapter 25 <br />(Zoning Code) of the Hawai`i County Code 1983 (2005 Edition), by changing the District <br />Classification from Agricultural —1 Acre (A -1a) to Neighborhood Commercial — 20,000 square <br />feet (CN -20) for approximately 3.258 acres of land. <br />There was no public testimony. Applicants were represented at the meeting by Mr. Gillie Silva. <br />Council Member Brenda Ford queried if the applicant was aware of the flood channel on the <br />property. Mr. Silva indicated the applicant was well aware of the flood channel on the subject <br />property. Council Member Ford asked Mr. Silva how the applicant intended to provide egress <br />and ingress since the property was landlocked. Council Member Ford was informed that she was <br />incorrect, that the access to the property was on Ponahawai Street. There was no further <br />discussion on the matter. <br />Your Committee concurs with the Windward Planning Commission' and the Planning Director's <br />favorable recommendation for approval of the Change of Zone request. <br />It should be noted that Council Member Brenda Ford voted "kanalua" two times. <br />PC Report 76 <br />
