Kenoi, dated <br />February 25, 2010, presents a Change of Zone Request by Gillie and Jane Silva, at Ponahawai, <br />South Hilo, Hawai`i, TMK: 2 -3- 037:006. <br />Bill No. 228 seeks to amend Section 25 -8 -33 (City of Hilo Zone Map), Article 8, Chapter 25 <br />(Zoning Code) of the Hawai`i County Code 1983 (2005 Edition), by changing the District <br />Classification from Agricultural —1 Acre (A -1 a) to Neighborhood Commercial — 20,000 square <br />feet (CN -20) for approximately 5.075 acres of land. <br />There was no public testimony. Applicant, Mr. Gillie Silva, was present at the meeting. <br />Council Member Brenda Ford expressed confusion regarding the Department of Planning's <br />condition(s) for an easement that would allow interconnectivity with an adjoining parcel owned <br />by William and Glynnis Dolan. Council Member Ford stated that she would require the <br />applicants provide your Committee with a diagram indicating the required easement. A copy of <br />the portion of Exhibit 2, a map indicating the required easement, included in the applicants' <br />application, will be made available for your Committee members. There was no further <br />discussion on the matter. <br />Your Committee concurs with the Windward Planning Commission and the Planning Director's <br />favorable recommendation for approval of the Change of Zone request. <br />It should be noted that Council Member Brenda Ford voted "kanalua" two times. <br />PC Report 77 <br />
