WHEREAS, on December 3, 2009, Hawai`i Tribune Herald article, Mayor William Kenoi stated "The county has no intention of implementing a pay -as- you -throw fee at solid waste transfer stations in the near future, Mayor Billy Kenoi said Wednesday. "; and WHEREAS, the Hawai`i County Council agrees with the Mayor's sentiment, and will not propose pay -as- you -throw as a method to derive revenues for the County of Hawai`i; and WHEREAS, although the pay as you throw program is documented in the Integrated Resources and Solid Waste Management Plan due to the suggestion by the CH2MHi11 consulting company, and the Solid Waste Advisory Committee, the Council hereby proclaims that any reference to pay -as- you -throw in the Integrated Resources and Solid Waste Management Plan is not supported nor will it be implemented by the County of Hawai`i; and NOW, THEREFORE, BE IT RESOLVED that in order to comply with Chapter 342G, Hawai`i Revised Statutes, as amended, the County Council of the County of Hawai`i hereby adopts the Integrated Resources and Solid Waste Management Plan, prepared by CH2MHill, and dated December 2009. BE IT FURTHER RESOLVED that pursuant to Chapter 342G, Hawaii Revised Statutes, as amended, the County of Hawai' i Integrated Resources and Solid Waste Management Plan shall be submitted to the Office of Solid Waste Management of the State Department of Health. BE IT FURTHER RESOLVED that the Council hereby proclaims that any reference to pay -as- you -throw in the Integrated Resources and Solid Waste Management Plan is not supported nor will it be implemented by the County of Hawai`i. BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the Honorable Linda Lingle, Governor, State of Hawai`i; Dr. Chiyome L. Fukino, Director, Department of Health; William P. Kenoi, Mayor; County of Hawai`i; and Lono A. Tyson, Director, Department of Environmental Management, County of Hawai`i.
