No.774 (Res.322 -10) <br />REPORT OF THE <br />COMMITTEE ON ENVIRONMENTAL MANAGEMENT <br />PLACE: Sheraton Keauhou Bay Resort & Spa <br />78 -128 Ehukai Street <br />Kailua -Kona, Hawai`i <br />TIME 2:30 p.m. <br />Council Chair and Members <br />Hawai`i County Council <br />Hilo, Hawai`i 96720 <br />Your Committee on Environmental Management, to which was referred <br />Communication No. 774 (Res. 322 -10), reports as follows: <br />Resolution 322 -10 transmitted by Councilmember Kelly Greenwell, via Communication No 774 <br />dated April 7, 2010, is a resolution recognizing the need to preserve existing green waste <br />facilities and urging the consideration of expansion of green waste facilities to all transfer <br />stations operated by the County. <br />At the April 19, 2010 Committee on Environmental Management meeting at the Sheraton <br />Keauhou Bay Resort and Spa, there were 3 public testifiers regarding Resolution 322 -10. <br />Councilmember Greenwell discussed the importance of green waste and the resulting mulch to <br />the revitalization of the agricultural industry as well as the private citizens usage for home <br />gardening. He pointed out the Farm to School Food program as an example of the need to <br />expand and maximize green waste to mulch and soil processing. <br />Councilmember Hoffmann recognizes the "public outcry" for more green waste /mulch but is <br />concerned with the cost of the process and if it conflicts with the Intergrated Resources and Solid <br />Waste Management Plan. <br />Councilmember Ford discussed the added cost to the public to transport their green waste to the <br />West Hawai`i Landfill if the Kealakehe Green Waste station is closed and the possiblity of <br />keeping transfer stations open 24 hours /7 days a week for non - commercial green waste only. <br />Councilmember Yagong supports the resolution but is concerned about the costs. <br />Department of Environmental Management Director Lono Tyson supports the resolution but is <br />also concerned about the costs. He stated that the resolution does not conflict with the Intergrated <br />Resources and Solid Waste Management Plan. <br />EMC Report No. 11 <br />
