Suite i • Hilo, Hawaii 06720 <br />Phonc18081961-8288 • Fax1808061-5742 <br />January 12, 2010 <br />The Honorable J Yoshimoto, Chairman <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chairman Yoshimoto and Council Members: <br />Change of Zone Application (REZ 09-000101) <br />Applicant: Steven & Loretta Milner <br />Request: RS -15 to CV -10 <br />Tax Map Key: 5-5-10:25 <br />The Leeward Planning Commission, after a duly held public hearing on December 9, 2009, voted <br />to recommend for your approval the proposed legislative bill for a Change of Zone from a Single <br />Family Residential — 15,000 square feet (RS -15) to a Village Commercial — 10,000 square feet <br />(CV -10) district for approximately 1. 16 acres of land. The property is located on the west side of <br />Hawi Road, approximately 420 feet south of the Akoni Pule Highway — Hawi Road intersection, <br />Ka'auhuhu, North Kohala, Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the request: <br />The applicants request a change of zone from RS -15 to CV -10 in order to lease <br />office space in the existing structures to the general public. Offices are not a permitted <br />use in the RS -15 zoned district, but are permitted in the CV zoned district. No new <br />construction is proposed. <br />In order to consider an area for any type of zoning designation, the applicable <br />goals, policies and standards of the General Plan must be adequately addressed. It is only <br />through such a comprehensive policy analysis approach that evaluations and decisions <br />can be made to better time and stage developments to achieve growth determined by the <br />General Plan and related planning documents.
