A <br />paved parking area is located on the east side of the property and a gravel parking area is <br />located in the rear of the property. Structures on the property were formerly used as a <br />church. <br />9. Surrounding Zoning/Land Uses: Surrounding properties are zoned RS -15 and CV -10. <br />Land uses in the vicinity are commercial and residential, with a restaurant and hotel on <br />the adjacent property to the north, commercial uses across Haw -1 Road to the east, and <br />single-family residential properties to the west and south. <br />10. ALISH: Existing Urban Development. <br />11. Land Study Bureau's Detailed Land Classification System: Unclassified. <br />12. U.S. Soil Survey: Kohala silty clay, 0 to 3 percent slopes (KhA) consists of <br />approximately 39 inches of clay and loam soil above weathered igneous rock. <br />Permeability is moderately rapid, runoff is slow, and the erosion hazard is slight. <br />13. FIRM: Zone "X", area determined to be outside the 500 -year flood plain. <br />14. Noise Impacts: Existing ambient noise includes traffic and noise associated with the <br />existing gymnasium use. The request is not expected to significantly increase noise <br />sources on the property. <br />15. Floral/Faunal Resources: No professional surveys were conducted of the property. It is <br />unlikely that any floral or faunal resources exist on the site as the property has been <br />developed with a community center and gymnasium for over 40 years. <br />16. Historical/Archaeological/ Cultural Resources: No professional surveys were <br />conducted of the site since the property as been developed for over 40 years. In a letter <br />dated July 23, 2009 the DLNR-SHPD determined that no historic properties will be <br />affected because construction is not proposed at this time. There are no known cultural <br />resources or traditional or customary practices occurring on the property. <br />17. Public Access: There is no record of a designated public access to the shoreline or <br />mountain areas that traverses the property. <br />18. Traffic: The request is not expected to significantly affect traffic in the area. <br />PUBLIC UTILITIES AND SERVICES <br />19.
