With a minimum lot size <br /> of two acres, the requested change of zone will still provide for an adequate parcel size <br /> that could support agricultural activities at a smaller scale. <br /> The requested zoning is consistent with the objectives and policies of the Kona <br /> Community Development Plan, which identifies the property as on the border of the <br /> "Kona Urban Arca." <br /> Should the County Council approve the applicant's request to a Family <br /> Agricultural (FA -2a) zoned district, the applicant would normally be allowed to apply for <br /> a second farm dwelling, which would allow the construction of a second dwelling unit as <br /> a separate or attached unit on both lots. Due to the fact that this subject request will allow <br /> the existing parcel to be subdivided and subsequently allow the applicants to create a <br /> second lot, we would be allowing an additional dwelling to be constructed which would <br /> double the existing density of the area. Although the Planning Director supports this <br /> rezoning request to allow for a two -lot subdivision with one home on each lot, the <br /> potential to allow four (4) homes may contribute to a cumulative burden on the existing <br /> infrastructure (road, water, etc.) which cannot be supported. Therefore, it is <br /> recommended that a condition be included in the ordinance to prohibit a second dwelling <br /> unit on each lot. <br /> While the potential for agricultural uses exist, the property is comprised of soils <br /> identified as Punaluu extremely rocky peat, 6 to 20 percent slopes. This soil series <br /> consists of well - drained thin organic soils over pahoehoe lava bedrock and is used mainly <br /> for pasture. Soil within the property has been classified as `C" or "Fair" for agricultural <br /> productivity by the Land Study Bureau's Detailed Land Classification System and is <br /> unclassified by the Agricultural Lands of Importance to the State of Hawaii (ALISH) <br /> System. <br /> The properties immediately to the north were rezoned from A -5a to FA -2a in <br /> August of 1999 (Ordinance No. 99 -86) and consists of a dwelling and small -scale <br /> farming. The property to the northeast was also rezoned from A -5a to FA -2a in August <br /> of 2002 and is currently undeveloped. Further north and south of the property are lands <br /> zoned A -5a and in mixed residential, coffee cultivation, and pastoral uses. Further east, <br /> are lands zoned A -5a and A -la, which are also in mixed residential - agricultural uses. <br /> The Keauhou Uka Subdivision (19 lots), which consists of lots zoned RS -10, lies to the <br /> west of the subject property. The Kuakini Heights Subdivision (106 lots), which consists <br /> of lots zoned RS -I0, is situated further northwest. <br />
