N . ...... <br /> RESOLUTION NO. <br /> A RESOLUTION ADOPTING "ENVISION DOWNTOWN HILO 2025: A <br /> COMMUNITY -BASED VISION AND LIVING ACTION PLAN — 5 YEAR ACTION <br /> PLAN UPDATE "AS A GUIDE FOR THE FUTURE OF DOWNTOWN HILO. <br /> WHEREAS, Downtown Hilo is a "place like no other" and a vital part of our Island <br /> community that is valued for its small -town atmosphere, unique location as a coastal community, <br /> historic character, arts, cultural events, and celebrations, among others; and <br /> WHEREAS, in 2004 -2005, a volunteer group called the Friends of Downtown Hilo <br /> Steering Committee facilitated a community-based planning process to create a Vision and <br /> Living Action Plan that was designed to preserve and promote Downtown Hilo's unique <br /> character; and <br /> WHEREAS, En Vision Downtown Hilo 2025: A Community Vision and Living <br /> Action Plan (EDH 2025 Plan) was adopted by the Hawaii County Council via Resolution <br /> 192 -05, Draft 2, effective November 22, 2005, as a model process for Community Visioning and <br /> Planning; and <br /> WHEREAS, immediately after adoption of the EDH 2025 Plan, a volunteer community <br /> group, called the VisionKeepers, formed to inspire and facilitate implementation, to educate and <br /> encourage implementers to work with a community -based plan, and to ensure that community <br /> _ participation continued; <br /> WHEREAS, it has been about five years since the adoption of the EDH 2025 Plan, <br /> which has now evolved as a result of active and committed effort by the VisionKeepers, the <br /> County, and the convnunity in working with the EDH 2025 Plan; and <br /> WHEREAS, over time, a community can benefit from revisiting its Community Plan to <br /> reflect the wisdom and insight that a community gains over time, to incorporate lessons learned, <br /> to add new actions and ideas, and to acknowledge the formation of numerous partnerships which <br /> are created as a plan is being implemented; and <br /> WHEREAS, the Island of Hawaii is also faced with a host of new challenges that are <br /> occurring on a global, Local, and individual level - including, economic challenges, <br /> environmental changes, and others, all of which have a direct impact on community planning and <br /> implementation, and which affect our community's well -being and quality of life; and <br /> WHEREAS, the En Vision Downtown Hilo 2025: A Community-Based Vision and Living <br /> Action Plan — 5 Year Action Plan Update (EDH 2025: 5 -Year Action Plan Update) is a result of <br />
