Yoshimoto, Chair ,' <br /> cr- <br /> And Members of the Hawai' i County Council <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> Subject: Transmittal of Kilohana Sewer Improvement District — Implementation Study, <br /> Kilohana Sewer Improvements Financing Analysis Report, and Finance <br /> Department Memorandum <br /> RE: County of Hawaii Resolution No. 158-04 <br /> • <br /> Dear Chairman Yoshimoto and Council Members, <br /> In accordance with the requirements set forth in County of Hawaii Resolution 158 -04 <br /> (enclosed), the Department of Environmental Management is pleased to submit the following <br /> documents to the Hawai' i County Council: <br /> • Kilohana Sewer Improvement District - Implementation Study prepared by <br /> Engineering Solutions, Inc. dated September 2008; <br /> • Kilohana Sewer Improvements Financing Analysis prepared by Goodwin Consulting <br /> Group dated April 21, 2008; and <br /> • Kilohana Sewer Improvements Financing Analysis memo from Nancy Crawford, <br /> County of Hawaii Finance Director dated July 31, 2009. <br /> Recommendation <br /> The purpose of the Implementation Study is to: <br /> • Provide background information on the need for this project; <br /> • Identify the boundaries of the sewer improvement district; <br /> • Develop sub- basins for implementing sewer improvements; and <br /> • Provide a proposed schedule for implementing the preferred improvement alternative. <br /> The improvement district boundary shown on Exhibit 3.2 (Source: Implementation Study <br /> Report) was generated based on the study area concept established in 2004 -2005 by the <br /> Department of Environmental Management Wastewater Division. The study area encompassed <br /> approximately 250 acres and included Kahakai Elementary School and the nearby Lutheran on <br /> Church located on Lako Street in addition to the following subdivisions: O <br /> Coslot.
