A motion was subsequently made to send a favorable recommendation to the County <br /> Council with two votes in favor of the motion and two against. Therefore, the motion did not pass. No <br /> other motions were made. <br /> According to Rule No. 2 -28.1 (Community Development Plan), Hawai`i County Code, the Windward <br /> Planning Commission's non- action constitutes an unfavorable recommendation.
