WHEREAS, an additional study by the DOE concurred with the task force report that <br /> placing portable classes on the existing high school and elementary school campuses was not <br /> conducive to an optimal learning environment and that the costs of implementing improvements <br /> on those campuses would be well into eight figures; and <br /> WHEREAS, the current congested morning and afternoon traffic situation at the Kohala <br /> Elementary and High Schools would be exacerbated by an additional 200 students if the <br /> consolidation is implemented; and <br /> WHEREAS, the Complex Area Superintendent for West Hawai`i agrees that <br /> consolidation of the three schools should not take place at this time; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> hereby urges the State Department of Education to reconsider the consolidation of the Kohala <br /> Complex Schools. <br /> BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this <br /> resolution to the Honorable Governor Linda Lingle; the interim Superintendent of Education, <br /> Kathryn Matayoshi; the Board of Education; the Complex Area Superintendent for West <br /> Hawai`i, Art Souza; and the Honorable William P.
