REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND
INTERGOVERNMENTAL RELATIONS
DATE: June 22, 2010 Re: Comm. No. 837 /Res. 350 -10
PLACE: Hawai`i County Building
25 Aupuni Street
Hilo, Hawai`i 96720
TIME: 9:10 A.M.
Council Chair and Members
Hawai`i County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Intergovernmental Relations, to which was referred
Resolution 350 -01, reports as follows:
Resolution 350 -01, transmitted via Communication No. 837 on June 7, 2010, from Deputy
Corporation Counsel Gerald Takase, accepts the acquisition of properties and easements from
various landowners for the rights -of -way for the Ane Keohokalole Highway (Mid -Level Road)
(donations to County of nine lots and sixteen easements from landowners adjoining the mid -level
road project).
Laura Dierenfield of People's Advocacy Trails Hawai`i [PATTI] testified in support but was
critical of the lack of bicycle and pedestrian right -of -way infrastructure in this plan.
Councilmember Kelly Greenwell spoke in support of bicycle and pedestrian byways, but objects
to including them along major automotive thoroughfares. He also asked Department of Public
Works Director Warren Lee about the clearance for the right -of -way adjacent an existing water
tank. Mr. Lee explained the studies and numbers for planning this road did not need to allow for
any more than a one hundred twenty foot wide clearance.
Your Committee on Public Works and Intergovernmental Relations is in accordance with the
purpose and intent of Resolution 350 -10, and recommends its adoption.
bw
AYES NOES A &E EX Respectfully submitted,
ENRIQUES X
FORD x COMMITTEE ON PUBLIC WORKS AND
GREENWELL x INTERGOVERNMENTAL RELATIONS
IIOFFMANN X
IKEDA X
NAEOLE - BEASON X ` / / /JA •
ONISHI x G O EN /6 UES, CH • _ t
YAGONG X PWIRC REP& T NO. p 78
[ YOSHIMOTO X ADOPTED: JUL 0 8 MO
