No. 838 /Res. 351 -10 <br /> PLACE: Hawai`i County Building <br /> 25 Aupuni Street <br /> Hilo, Hawai`i 96720 <br /> TIME: 9:10 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Resolution 351 -01, reports as follows: <br /> Resolution 351 -01, transmitted via Communication No. 838 on June 7, 2010, from Deputy <br /> Corporation Counsel Gerald Takase, authorizes and ratifies the amendment of the grant of non- <br /> exclusive easement for limited public access over private roadways for temporary Mamalahoa <br /> bypass through Hokuli`a phase I and Haleki`i Street, in the districts of North and South Kona, <br /> Island, County and State of Hawai`i. <br /> Laura Dierenfield of People's Advocacy Trails Hawai`i [PATH] testified in support but was <br /> critical of the lack of bicycle and pedestrian right -of -way infrastructure in this plan, and pointed <br /> out how this is inconsistent with the Community Development Plan. <br /> Deputy Corporation Counsel Gerald Takase described the agreement process with Oceanside <br /> 1250 and their mainland lenders, in allowing the County to self - insure this length of road. <br /> Councilmember Brenda Ford asked Department of Public Works Director Warren Lee about the <br /> dedicative standards of the road project. She reviewed the remaining six out of an original list of <br /> twenty -four mitigations required in the construction, and Mr. Lee and Mr. Takase feel the work <br /> is progressing satisfactorily on all these items.
