No. 848 (Res.356 -10) <br /> PLACE: Councilroom <br /> Hawaii County Building <br /> 25 Aupuni Street <br /> Hilo, Hawai`i <br /> TIME: 1:50 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Environmental Management, to which was referred <br /> Communication No. 848 (Res. 356 -10), reports as follows: <br /> Resolution 356 -10 transmitted by Department of Environmental Management Director <br /> Lono Tyson, via Communication No. 848 dated June 9, 2010 is a resolution authorizing an <br /> extension of the public sewer from Puohulihuli Street /Ane Keohokalole Highway intersection to <br /> future Manawale`a Street /Ane Keohokalole Highway intersection for <br /> Forest City Hawai`i Kona, LLC. <br /> At the June 22, 2010 Committee on Environmental Management meeting in the Hilo <br /> Councilroom, there was one public testifier regarding Resolution 356 -10. <br /> Mr. Tyson explained that the timing of the resolution would allow the work to be done in <br /> conjunction with the Ane Keohokalole Highway project and that <br /> Forest City Hawai`i Kona, LLC will pay for the project and be eligible for reimbursements <br /> through the hookup charges paid in the future to the County of Hawai` i. <br /> According to Mr. Thomas Yamamoto, consultant for Forest City Hawai`i Kona, LLC, the overall <br /> cost estimate for the sewer line project is $800,000. He further explained the advantages of <br /> having the work done before the area is developed, and noted that Forest City would not be the <br /> sole benefactor of the resulting sewer line. <br /> Councilmember Yagong thought it possible that future homeowners could have the hookup cost <br /> added to their mortgages and commended all those involved in the coordination of their efforts. <br /> Councilmember Ford commented that this is an example of concurrency at its best. <br /> Councilmember Naeole- Beason agreed it is better to put in the sewer lines before development <br /> occurs. <br /> EMC Report 13 <br />
